The author served as the primary expert on mental health law and criminal law on the 1989 mission of an official U.S. delegation to the Soviet Union investigating abuse of psychiatry for political purposes and is currently participating in a retrospective study of the mission and its historical significance. This presentation will describe the origins of the mission, its planning and execution, the delegation's findings, and the events occurring in the aftermath of the visit. The author will conclude with brief reflections on the historical significance of the mission and its impact on mental health law and human rights over the past three decades.
